Special Election for President 2006
This is an order to expel President Bush and his Administration from office. Upon the mailing of these postcards, We the People of the United States of America, expect the 50 State Legislatures
to pass resolutions that direct the Congress of the United States to facilitate and necessitate the removal of the Bush Administration from Office, by means of a Special Election For President in 2006. Furthermore, this election is to be held concurrent with the mid-term Congressional elections, on the first Tuesday after the first Monday in November of the year 2006.
Due to the fact that the State Legislature of every State is the public servant of the people of each State, and the fact that the Congress of the United States of America is the public servant of the 50 State Legislatures, as a citizen of this State, I instruct my State Legislature of this State to uphold this Petition for Action immediately,

A Call To Action

The Bush Administration is currently scheduled to be in the White House until January 20,
2009. Our country is headed in the wrong direction. The leadership required for our democracy is failing. We Can Not Wait!!! The very future of our country is at risk. Unfortunately, history has placed an extreme challenge upon us. This is a challenge of self determination. When the top leadership of a country is out of control, accountability is the responsibility of the citizens. We must do our job now!!!
We must participate in our democracy with intense dedication this year. The first three words of the Constitution are "We The People". The very authority of the Constitution arrives from the people of the United States. When the people demand new leadership, for the good of the country, the Representatives must provide for the will of the people. Any representative who fights against the will of the people must be replaced. We will start with our State Legislators. We must apply maximum pressure until they act. Then we must support them and apply maximum pressure upon Congress. When the mid-term elections arrive in November of 2006, we will be voting for a new President, and or we will be voting against every Representative who opposed our Petition.
When we know something is terribly wrong, then we must take action. This is what democracy is all about. We can only expect the reward of our democracy equal to the effort we put into our democracy. If we do not put a lot of effort into our democracy this year, than we have no right to expect the reward of our democracy in the future. The concentration of power controlling our government is approaching a point of tyranny. We love this country. We know the Bush Administration is dangerous and must be removed from power quickly and democratically.
The greatest changes in civilization have been the result of popular participation. When the citizens of a country reach a collective threshold concerning the intolerable actions their leadership, or the citizens recognize the intolerable results of a failed leadership, then a grassroots effort must take place. Fortunately, we are not involved in a great depression, or a civil war, or under the control of a dictatorship right now. Our forefathers have had to overcome many incredible struggles in history. They have provided us with a Constitution and the chance to correct our course without a bloody revolution. Our Country, our Constitution, and the World, are not safe with the Bush Administration in charge. We must act historically and produce a positive change regarding the leadership of our Country. Much more incriminating evidence is likely to be revealed about the current Administration. We must start our effort now, timing is a key part of progress.
The first step is for you to mail the Post Cards to your individual State Legislators. Make it clear that you want the Bush Administration removed from power quickly and democratically, and by means of the "Special Election For President 2006"
The second step is for you to stay focused on this one collective effort all year long.

Information about the Post Card campaign
Post Cards as individual petitions.
The Postcards for a "Special Election for President 2006” are declared "legal documents" by the people of the United States. The Postcards are supporting documents for the Petitions filed with the Secretary of State (in each State). The purpose is to represent clear instructions to the 50 State Legislatures, to order the Congress of the United States, to expel President George Bush and his Administration from office, through a "Special Election for President 2006".
Twenty-one States have an initiative and or referendum process where the citizens may propose bills by petition. For example: Massachusetts which has the oldest Constitution still in use, provides for Initiative Amendments by petition of one-forth of the voters. In every State a Constitutional Amendment may be proposed by the State Legislature.
Each one of us will mail or deliver 4 post cards to our State Legislatures. One post card each to:
The President of the Senate.
The Speaker of the House.
The Senator for your home district.
The House of Representative member for your home district.
Accountability Cards.
Each one of us will keep our Accountability Card for our use in subsequent elections. We will watch for sponsorship or co-sponsorship of this specific Resolution. We will watch the voting of individual Representatives on this Resolution. And, we will watch for individual expediency in accomplishing this "Special Election for President 2006". Voting for this Resolution does not
guarantee the re-election of an Individual Representative, but voting against this Resolution must guarantee their removal from office. Every citizen must stay focused on this one common cause. Each one of us must keep track of our 4 specific State Legislators and find out which ones will actually work "for the people".
States vary on the number Representatives per district. For example: Alabama has up to Seven Senators from each district, and up to Twenty Representatives. So, make sure you know which Representatives are up for reelection.
Most State Senators serve four-year terms (some two-years). Most State House Members serve two year terms (some four-years). The number of Senators in each State Legislature ranges from 20 - 70. The number of House of Representative Members in each State Legislature ranges from 40 - 400. So, make sure you know when your Representatives are up for re-election.
(Every State has Two Legislative Houses, except for Nebraska which has only One House).

Constitution of the United States.
This issue does not present any difficult Constitutional questions. The only real question concerns the four year term of the President. We the people demand a one time Constitutional Amendment for a Special Election for President 2006 “, to replace the current President after a two year term \n office.
In the Constitution of the United States, Powers are Granted to Congress, it is stated in Article I, Section 8, that the "Congress shall have the power: [18] To make all laws which shall be necessary and proper for carrying into execution the foregoing powers, and all other powers vested by this Constitution in the Government of the United States, or in any Department or Officer thereof.
Constitutional Amendments - Elected Officials.
Congress has responded to public pressure over the last 230 years with Constitutional Amendments pertaining to elected officials; For Example: in 1803 a Constitutional Amendment was proposed, concerning the "Election of the President and Vice President". It was ratified in 6 months. In 1912 a Constitutional Amendment was proposed for the "Direct Election of Senators", It was Ratified in 11 months. And, in 1932 a Constitutional Amendment was proposed regarding "Terms of the President and Congress" It was ratified in 10 months.
Constitutional Amendment - Voting Rights.
Congress has also responded to public pressure with Constitutional Amendments pertaining to voting rights; For example: In 1870 after 12 months, Black Suffrage was Ratified. In 1920, Woman's Suffrage was accomplished in 14 months. In 1961, Suffrage for the District of Columbia took 9 months. And in 1971, "Suffrage for Eighteen-Year-Olds" was Proposed and Ratified in 4 months time.
Constitutional Amendment - "Special Election for President 2006".
We are not trying to reinvent the wheel here. This does not require complicated changes to our Constitution. We are simply demanding a One-Time Special Election. Yes, this will require a Constitutional Amendment, because our Constitution lacks a clause that provides clear instructions for the removal of an Incompetent Administration. This is the Twenty-First Century, and we are capable of drafting such a clause, and conducting an election. Justice delayed is justice denied. We have one full year to work with, and we want as much time as possible for the election cycle, so our Representatives at all levels must get the job done in a timely fashion, or we will vote against them in November of 2006 and every time they run for an office in the future.

Time Factor.
Our 50 State Legislatures must produce Resolutions and send them to Congress, (this will require a Special Session in some States). Congress must pass an Amendment and send it to the State Legislatures.
And, the State Legislatures must Ratify the Amendment.
The sooner this is done, the more time we will have for a quality presidential campaign.
Time Factor - We the People
Individual Citizens are Responsible for 4 Representatives in their state Legislature. Individual Citizens are Responsible for 2 Representatives in the Congress. Continue to send the Post Cards and make phone calls to these people.
Time Factor - We the States
The State Legislature consists of individual Representatives from your home Districts. The State Legislature receives leadership in the House of Representatives, from the Speaker of the House. The State Legislature receives leadership in the Senate, from the President of the Senate. The leadership of the State Legislature can Call the State Legislature into Special Session (in some States). The Governor of the State, can Call the State Legislature into Special Session in every State. The Secretary of State, is the Keeper of the Petition. The Attorney General of the State, is an advocate for States Rights. Continue to send Post Cards and to make phone calls to these people until the election is approved.
Time Factor - We the United States of America
The Congress of the United States consists of individual Representatives from every State. You have Two Representatives in Congress, One in the House of Representatives, and One in the Senate. The Congress of the United States receives leadership from: the President of the Senate (the Vice-President of the United States), the (president pro tempore) presides in his or her absence, the Speaker of the House, and from the majority leader, and the minority leader in each House. The leadership of the Congress can Call the Congress into Special Session. Continue to send Post Cards and make phone calls to these people until the election is approved.
After 34 State Legislatures send Resolutions to the Congress, the Congress must take action. After two-thirds of the Congress votes to pass the Amendment, it is sent to the States for Ratification. After 38 States Legislatures vote to ratify the Amendment, the campaign for the “Election for President 2006" will begin. Filing Deadlines for November Elections are between June - August, so we do have time to extend the time-line if necessary, but, we must act fast! We need time for a quality American election. We need time to choose our new generation of candidates.
(We also need time to work on other possible issues. For example: Election Reforms, Paper Ballots Only, Recruiting of Election Monitors from the United Nations and other Allied Countries").

Results of Five years of the Bush Administration: Preparing this report.
Because of the intolerable incompetence of the current Bush Administration, a group of people were assembled In September of 2005, and the group decided to sponsor a small, but diversified conference. This is a report generated from that conference.
We deliver our collective view of the Bush Administration, in terms of the results, as we find them on this day. This is a rhetorical statement based on our results. We believe everything in this document to be true and correct, but we could be wrong on something. As a means of explaining our collective opinion, names are sometimes necessary. We are not making any specific allegations against any individuals; instead we are trying to report on the results as we find them, from the failed Bush Administration, over a period of five years.
Note: The intent of this 21-page report is to petition our Representatives for a re-dress of grievances. We expect our Representatives to necessitate and facilitate the, "Special Election for President 2006", regardless of any short-fall in our documentation or procedure. The burden is upon our Representatives to address and accomplish this election.
People are very busy in the United States. Getting information from this administration, and getting quality media coverage in the United States, can be quite challenging and time consuming. Thus, many people are unaware of the current policies of the Bush Administration. And many people are unaware of the results. There are many contributing factors, like Congress, natural disasters, and other private parties committing acts. But the Executive Branch is our last line of defense on many fronts, thus we are only observing the overall results of a failed Administration.

When the Bush Administration took Office in January of 2001, we had a surplus of 5 trillion
dollars. Five years later we have a national debt, of 8 trillion dollars. The pundits consistently praise the strong economy, while we continue to have massive budget deficits every year. Government spending has gone up 60% under the Bush Administration, the Stock Market is still in the tank, and one of the current proposals on the "Hill" is to solve this inequity by cutting student loans. This economic incompetence will require years of recovery. We must have new leadership now.
When President Bush started, we learned that his friend Ken Lay was the CEO of Enron. We watched as the long list of corporations went into bankruptcy, and many of the fortune 500 companies went into court facing a long list of scandals. Enron, Global Crossing, World Com, and many more went down. The result was the massive looting of our pension funds. Now we have Four major Airlines in bankruptcy, the failures at Adelphia, and many more. The result is a massive looting of our pension funds. People who have worked at a company for Thirty-Five years are being denied the legal contractual understandings, which they worked under, and contributed to. These examples provide an opportunity for Leadership, we have not seen it. Under the Bush Administration these events will just continue significantly unaddressed.

Four years after the tragedy of 9-11, we have a big hole in the ground in New York City, and Osama Bin Laden is still at large. The enemy combatants taken into custody have been denied due process of law for detainees as per the Geneva Conventions. This whole mess has resulted in a major decay of American Prestige around the world, the loss of Constitutional Rights for American citizens, and it has placed a chilling effect upon International Law for our future.
Results of Five years of the Bush Administration - Disaster Response.
America watched the nightly news in horror as the people of New Orleans were left to die for lack of a bottle of water. We saw an inadequate Federal response. "Brownie, you're doing a heck of a job". - George W. Bush.
Firefighters who go back to college for extra training in search and rescue, medical technicians who achieve multiple certifications in emergency response, and police officers who have spent years on the job facing crisis situations, these are the highly decorated professionals qualified to direct FEMA. The decision to fill this type of position with a "horse trainer" is a total insult to dedicated professionals. Also, many of our first responders (fire, police, and medical personnel), are members of the National Guard. And many of them are deployed overseas right now. With ail of these people and equipment out of place the result in less security for the American public.
After hurricane Katrina, the Bush Administration responded with more no-bid contracts, for favorite companies. Then the Administration suspended the Davis-Bacon Act, to allow sub-minimum wages. The results will be poverty in the area, and an increase of illegal alien workers. This is an opportunity to build a world class levy system, rebuild the wet lands, develop new sites for future oil refineries and pipelines, maybe moving key infrastructure out of the extreme danger zone. These are just some possible ideas, but they represent the possibility of moving our country in a different direction. This is an opportunity for leadership. It is time for bold plans and long-term positive actions. The Bush Administration is taking our country in the wrong direction.
Hurricane Wilma knocked out electric power to the gasoline pumps in Florida. Exon-Mobile made a 10 billion dollar profit for the quarter; we did not see any generators brought in to help the people. The leadership reacted by blaming the people of the state for not being prepared. This just confirms the consistent pattern of incompetence and mismanagement of this Administration.

The voiceless teenagers can not vote, but they need representation also. High school children are aware that they owe Fifty Thousand Dollars each, for Bush's deficit. Many of them feel like it doesn't matter anyway, because by the time they graduate, Bush will start the draft and send them off to war.

Regardless of the specific causes or motivations for the war in Iraq, it was decided in the political arena. The model used includes; the leadership component, the partisanship component, and the rhetoric component. The Leadership in the White House encouraged war, and maintained a Leadership network with Legislators. The Partisanship effect divided the people by declaring questions about the war and opposition to the war, to be unpatriotic. This also effected the roll-call voting in the Legislature. The Rhetoric was written and spoken. The war hawks used intensive media coverage, and the State Department used forged documents and presented them to the United Nations, in our Countries name. This resulted in a failed diplomatic effort by the Bush Administration to avoid war, and also resulted in a lack of an International coalition and support.
Results of Five years of the Bush Administration: Going to War.
Before the invasion of Iraq the Administration chose to ignore many Generals, and other qualified military advisors concerning troop levels and other issues. Many of our soldiers, marines, and other military personnel were deployed without the proper equipment such as body armor and vehicle armor. Eight billion dollars missing from the Iraqi reconstruction funds. Blatant corporate profiteering has taken place. Secret no-bid contracts have been awarded to Haliburton, where Vice-President Cheney was once CEO, and he still receives $140,000 dollars per year from the company. This may all be perfectly legal, but President Dwight D. Eisenhower, who was a great General and Commander of the Allied Forces during WWII, felt compelled to warm us about this type of activity, when he delivered his farewell address.
"In the councils of government, we must guard against the acquisition of unwarranted influence, whether sought or unsought, by the military industrial complex. The potential for the disastrous rise of misplaced power exists and will persist. We must never let the weight of this combination endanger our liberties or democratic progress. We should take nothing for granted. Only an alert and knowledgeable citizenry can compel the proper meshings of the huge industrial and military machinery of defense with our peaceful methods and goals, so that security and liberty may prosper together". - President Dwight D. Eisenhower
Two and a half years after the invasion of Iraq, American and other troops are still being killed and wounded by the thousands. Iraqi people are being killed and wounded by the Thousands. We are spending hundreds of Billions of Dollars. A few companies are making huge amounts of money. The Bush Administration is yet to convey a Clear Exit Strategy. And, as long as the Bush Administration remains in office, we have no reason to expect any improvements.

Whatever the White House Leak investigation turns up, the result is damaging to our National Security. Jeopardizing the safety of CIA operatives is a violation of the Espionage Act, and is
considered treason. As a result, a major breach of our National Security has occurred. This information was leaked from the White House.
We can not wait until 2009 to put some real professionals on the job. Hurricanes, earthquakes, and other natural or man made disasters do not wait. The failure of our economy will not wait. Just remember, there is no disaster big enough, that this Administration can’t make worse.

Opposition to the Special Election
As millions of Post Cards begin arriving at our State Legislatures, we will begin to feel positive about the future. But, before we start looking to the future, we must face the reality of the Opposition to the “Special Election for President 2006”, which will arrive with force.
The Opposition will use a lot of money and power. They will try distraction with extensive media coverage focused on specific issues, while minimizing coverage of unpopular issues for the Administration. For example: extensive coverage of the current Supreme Court Nominations, or the Bird Flu, or Foreign Relations with the East. While minimizing coverage of the CIA leak, Gold Star Families, or the "Special Election for President 2006".
We predict that the biggest story of all will be the "Story of the Comeback". The comeback of the President Bush, and the Legacy he wants to leave. He will reinvent himself by appointing new people, and making big announcements. With the worst poll numbers in history, he will actually deliver on something. But, President Bush has promised many things. So far, the results have been incompetence, scandal, and corruption. We will not fall for the propaganda stunts. We can not trust these empty promises anymore.

When people talk about the 'Special Election for President 2006", on television the opposition will challenge their wisdom, attack their character, and question their patriotism. The news agencies of the opposition, will try to ignore this campaign, try to diminish its importance, try to discredit its authenticity, and try to attack the “Special Election for President 2006".

The Bush Administration will start the spin machine. The opposition will try many approaches to stop this campaign and to hold on to power. Some of these tactics might be to challenge Constitutional issues, to slow down the process, to try and confuse dissent with disloyalty, or try to divide the people. The Bush Administration will work hard to master the rhetoric. For example: claiming false numbers, claiming our defeat, claiming their victory, basically trying to convince people that our cause is petty, that our cause is weak, or anything to convince people to just give up.

Many people in the United States have limited time for participation in politics. So, we must do as much as we can to help others participate this year. As individual citizens, we struggle individually with our own political issues, thus we become divided. We must be united for this one common cause. A Call To Action

The Bush Administration is currently scheduled to be in the White House until January 20,
2009. Our country is headed in the wrong direction. The leadership required for our democracy is failing. We Can Not Wait!!! The very future of our country is at risk. Unfortunately, history has placed an extreme challenge upon us. This is a challenge of self determination. When the top leadership of a country is out of control, accountability is the responsibility of the citizens. We must do our job now!!!
We must participate in our democracy with intense dedication this year. The first three words of the Constitution are "We The People". The very authority of the Constitution arrives from the people of the United States. When the people demand new leadership, for the good of the country, the Representatives must provide for the will of the people. Any representative who fights against the will of the people must be replaced. We will start with our State Legislators. We must apply maximum pressure until they act. Then we must support them and apply maximum pressure upon Congress. When the mid-term elections arrive in November of 2006, we will be voting for a new President, and or we will be voting against every Representative who opposed our Petition.
When we know something is terribly wrong, then we must take action. This is what democracy is all about. We can only expect the reward of our democracy equal to the effort we put into our democracy. If we do not put a lot of effort into our democracy this year, than we have no right to expect the reward of our democracy in the future. The concentration of power controlling our government is approaching a point of tyranny. We love this country. We know the Bush Administration is dangerous and must be removed from power quickly and democratically.
The greatest changes in civilization have been the result of popular participation. When the citizens of a country reach a collective threshold concerning the intolerable actions their leadership, or the citizens recognize the intolerable results of a failed leadership, then a grassroots effort must take place. Fortunately, we are not involved in a great depression, or a civil war, or under the control of a dictatorship right now. Our forefathers have had to overcome many incredible struggles in history. They have provided us with a Constitution and the chance to correct our course without a bloody revolution. Our Country, our Constitution, and the World, are not safe with the Bush Administration in charge. We must act historically and produce a positive change regarding the leadership of our Country. Much more incriminating evidence is likely to be revealed about the current Administration. We must start our effort now, timing is a key part of progress.
The first step is for you to mail the Post Cards to your individual State Legislators. Make it clear that you want the Bush Administration removed from power quickly and democratically, and by means of the "Special Election For President 2006"
The second step is for you to stay focused on this one collective effort all year long.

Information about the Post Card campaign
Post Cards as individual petitions.
The Postcards for a "Special Election for President 2006” are declared "legal documents" by the people of the United States. The Postcards are supporting documents for the Petitions filed with the Secretary of State (in each State). The purpose is to represent clear instructions to the 50 State Legislatures, to order the Congress of the United States, to expel President George Bush and his Administration from office, through a "Special Election for President 2006".
Twenty-one States have an initiative and or referendum process where the citizens may propose bills by petition. For example: Massachusetts which has the oldest Constitution still in use, provides for Initiative Amendments by petition of one-forth of the voters. In every State a Constitutional Amendment may be proposed by the State Legislature.
Each one of us will mail or deliver 4 post cards to our State Legislatures. One post card each to:
The President of the Senate.
The Speaker of the House.
The Senator for your home district.
The House of Representative member for your home district.
Accountability Cards.
Each one of us will keep our Accountability Card for our use in subsequent elections. We will watch for sponsorship or co-sponsorship of this specific Resolution. We will watch the voting of individual Representatives on this Resolution. And, we will watch for individual expediency in accomplishing this "Special Election for President 2006". Voting for this Resolution does not
guarantee the re-election of an Individual Representative, but voting against this Resolution must guarantee their removal from office. Every citizen must stay focused on this one common cause. Each one of us must keep track of our 4 specific State Legislators and find out which ones will actually work "for the people".
States vary on the number Representatives per district. For example: Alabama has up to Seven Senators from each district, and up to Twenty Representatives. So, make sure you know which Representatives are up for reelection.
Most State Senators serve four-year terms (some two-years). Most State House Members serve two year terms (some four-years). The number of Senators in each State Legislature ranges from 20 - 70. The number of House of Representative Members in each State Legislature ranges from 40 - 400. So, make sure you know when your Representatives are up for re-election.

Constitution of the United States.
This issue does not present any difficult Constitutional questions. The only real question concerns the four year term of the President. We the people demand a one time Constitutional Amendment for a Special Election for President 2006 “, to replace the current President after a two year term \n office.
In the Constitution of the United States, Powers are Granted to Congress, it is stated in Article I, Section 8, that the "Congress shall have the power: [18] To make all laws which shall be necessary and proper for carrying into execution the foregoing powers, and all other powers vested by this Constitution in the Government of the United States, or in any Department or Officer thereof.
Constitutional Amendments - Elected Officials.
Congress has responded to public pressure over the last 230 years with Constitutional Amendments pertaining to elected officials; For Example: in 1803 a Constitutional Amendment was proposed, concerning the "Election of the President and Vice President". It was ratified in 6 months. In 1912 a Constitutional Amendment was proposed for the "Direct Election of Senators", It was Ratified in 11 months. And, in 1932 a Constitutional Amendment was proposed regarding "Terms of the President and Congress" It was ratified in 10 months.
Constitutional Amendment - Voting Rights.
Congress has also responded to public pressure with Constitutional Amendments pertaining to voting rights; For example: In 1870 after 12 months, Black Suffrage was Ratified. In 1920, Woman's Suffrage was accomplished in 14 months. In 1961, Suffrage for the District of Columbia took 9 months. And in 1971, "Suffrage for Eighteen-Year-Olds" was Proposed and Ratified in 4 months time.
Constitutional Amendment - "Special Election for President 2006".
We are not trying to reinvent the wheel here. This does not require complicated changes to our Constitution. We are simply demanding a One-Time Special Election. Yes, this will require a Constitutional Amendment, because our Constitution lacks a clause that provides clear instructions for the removal of an Incompetent Administration. This is the Twenty-First Century, and we are capable of drafting such a clause, and conducting an election. Justice delayed is justice denied. We have one full year to work with, and we want as much time as possible for the election cycle, so our Representatives at all levels must get the job done in a timely fashion, or we will vote against them in November of 2006 and every time they run for an office in the future.

Time Factor.
Our 50 State Legislatures must produce Resolutions and send them to Congress, (this will require a Special Session in some States). Congress must pass an Amendment and send it to the State Legislatures.
And, the State Legislatures must Ratify the Amendment.
The sooner this is done, the more time we will have for a quality presidential campaign.
Time Factor - We the People
Individual Citizens are Responsible for 4 Representatives in their state Legislature. Individual Citizens are Responsible for 2 Representatives in the Congress. Continue to send the Post Cards and make phone calls to these people.
Time Factor - We the States
The State Legislature consists of individual Representatives from your home Districts. The State Legislature receives leadership in the House of Representatives, from the Speaker of the House. The State Legislature receives leadership in the Senate, from the President of the Senate. The leadership of the State Legislature can Call the State Legislature into Special Session (in some States). The Governor of the State, can Call the State Legislature into Special Session in every State. The Secretary of State, is the Keeper of the Petition. The Attorney General of the State, is an advocate for States Rights. Continue to send Post Cards and to make phone calls to these people until the election is approved.
Time Factor - We the United States of America
The Congress of the United States consists of individual Representatives from every State. You have Two Representatives in Congress, One in the House of Representatives, and One in the Senate. The Congress of the United States receives leadership from: the President of the Senate (the Vice-President of the United States), the (president pro tempore) presides in his or her absence, the Speaker of the House, and from the majority leader, and the minority leader in each House. The leadership of the Congress can Call the Congress into Special Session. Continue to send Post Cards and make phone calls to these people until the election is approved.
After 34 State Legislatures send Resolutions to the Congress, the Congress must take action. After two-thirds of the Congress votes to pass the Amendment, it is sent to the States for Ratification. After 38 States Legislatures vote to ratify the Amendment, the campaign for the “Election for President 2006" will begin. Filing Deadlines for November Elections are between June - August, so we do have time to extend the time-line if necessary, but, we must act fast! We need time for a quality American election. We need time to choose our new generation of candidates.
(We also need time to work on other possible issues. For example: Election Reforms, Paper Ballots Only, Recruiting of Election Monitors from the United Nations and other Allied Countries").

Results of Five years of the Bush Administration: Preparing this report.
Because of the intolerable incompetence of the current Bush Administration, a group of people were assembled In September of 2005, and the group decided to sponsor a small, but diversified conference. This is a report generated from that conference.
We deliver our collective view of the Bush Administration, in terms of the results, as we find them on this day. This is a rhetorical statement based on our results. We believe everything in this document to be true and correct, but we could be wrong on something. As a means of explaining our collective opinion, names are sometimes necessary. We are not making any specific allegations against any individuals; instead we are trying to report on the results as we find them, from the failed Bush Administration, over a period of five years.
Note: The intent of this 21-page report is to petition our Representatives for a re-dress of grievances. We expect our Representatives to necessitate and facilitate the, "Special Election for President 2006", regardless of any short-fall in our documentation or procedure. The burden is upon our Representatives to address and accomplish this election.
People are very busy in the United States. Getting information from this administration, and getting quality media coverage in the United States, can be quite challenging and time consuming. Thus, many people are unaware of the current policies of the Bush Administration. And many people are unaware of the results. There are many contributing factors, like Congress, natural disasters, and other private parties committing acts. But the Executive Branch is our last line of defense on many fronts, thus we are only observing the overall results of a failed Administration.

Results of Five years of the Bush Administration: “Economic Issues”

When the Bush Administration took Office in January of 2001, we had a surplus of 5 trillion
dollars. Five years later we have a national debt, of 8 trillion dollars. The pundits consistently praise the strong economy, while we continue to have massive budget deficits every year. Government spending has gone up 60% under the Bush Administration, the Stock Market is still in the tank, and one of the current proposals on the "Hill" is to solve this inequity by cutting student loans. This economic incompetence will require years of recovery. We must have new leadership now.
When President Bush started, we learned that his friend Ken Lay was the CEO of Enron. We watched as the long list of corporations went into bankruptcy, and many of the fortune 500 companies went into court facing a long list of scandals. Enron, Global Crossing, World Com, and many more went down. The result was the massive looting of our pension funds. Now we have Four major Airlines in bankruptcy, the failures at Adelphia, and many more. The result is a massive looting of our pension funds. People who have worked at a company for Thirty-Five years are being denied the legal contractual understandings, which they worked under, and contributed to. These examples provide an opportunity for Leadership, we have not seen it. Under the Bush Administration these events will just continue significantly unaddressed.

Results of Five years of the Bush Administration: Long -Term Effects
Four years after the tragedy of 9-11, we have a big hole in the ground in New York City, and Osama Bin Laden is still at large. The enemy combatants taken into custody have been denied due process of law for detainees as per the Geneva Conventions. This whole mess has resulted in a major decay of American Prestige around the world, the loss of Constitutional Rights for American citizens, and it has placed a chilling effect upon International Law for our future.
Results of Five years of the Bush Administration - Disaster Response.
America watched the nightly news in horror as the people of New Orleans were left to die for lack of a bottle of water. We saw an inadequate Federal response. "Brownie, you're doing a heck of a job". - George W. Bush.
Firefighters who go back to college for extra training in search and rescue, medical technicians who achieve multiple certifications in emergency response, and police officers who have spent years on the job facing crisis situations, these are the highly decorated professionals qualified to direct FEMA. The decision to fill this type of position with a "horse trainer" is a total insult to dedicated professionals. Also, many of our first responders (fire, police, and medical personnel), are members of the National Guard. And many of them are deployed overseas right now. With ail of these people and equipment out of place the result in less security for the American public.
After hurricane Katrina, the Bush Administration responded with more no-bid contracts, for favorite companies. Then the Administration suspended the Davis-Bacon Act, to allow sub-minimum wages. The results will be poverty in the area, and an increase of illegal alien workers. This is an opportunity to build a world class levy system, rebuild the wet lands, develop new sites for future oil refineries and pipelines, maybe moving key infrastructure out of the extreme danger zone. These are just some possible ideas, but they represent the possibility of moving our country in a different direction. This is an opportunity for leadership. It is time for bold plans and long-term positive actions. The Bush Administration is taking our country in the wrong direction.
Hurricane Wilma knocked out electric power to the gasoline pumps in Florida. Exon-Mobile made a 10 billion dollar profit for the quarter; we did not see any generators brought in to help the people. The leadership reacted by blaming the people of the state for not being prepared. This just confirms the consistent pattern of incompetence and mismanagement of this Administration.

The voiceless teenagers can not vote, but they need representation also. High school children are aware that they owe Fifty Thousand Dollars each, for Bush's deficit. Many of them feel like it doesn't matter anyway, because by the time they graduate, Bush will start the draft and send them off to war.

Regardless of the specific causes or motivations for the war in Iraq, it was decided in the political arena. The model used includes; the leadership component, the partisanship component, and the rhetoric component. The Leadership in the White House encouraged war, and maintained a Leadership network with Legislators. The Partisanship effect divided the people by declaring questions about the war and opposition to the war, to be unpatriotic. This also effected the roll-call voting in the Legislature. The Rhetoric was written and spoken. The war hawks used intensive media coverage, and the State Department used forged documents and presented them to the United Nations, in our Countries name. This resulted in a failed diplomatic effort by the Bush Administration to avoid war, and also resulted in a lack of an International coalition and support.
Results of Five years of the Bush Administration: Going to War.
Before the invasion of Iraq the Administration chose to ignore many Generals, and other qualified military advisors concerning troop levels and other issues. Many of our soldiers, marines, and other military personnel were deployed without the proper equipment such as body armor and vehicle armor. Eight billion dollars missing from the Iraqi reconstruction funds. Blatant corporate profiteering has taken place. Secret no-bid contracts have been awarded to Haliburton, where Vice-President Cheney was once CEO, and he still receives $140,000 dollars per year from the company. This may all be perfectly legal, but President Dwight D. Eisenhower, who was a great General and Commander of the Allied Forces during WWII, felt compelled to warm us about this type of activity, when he delivered his farewell address.
"In the councils of government, we must guard against the acquisition of unwarranted influence, whether sought or unsought, by the military industrial complex. The potential for the disastrous rise of misplaced power exists and will persist. We must never let the weight of this combination endanger our liberties or democratic progress. We should take nothing for granted. Only an alert and knowledgeable citizenry can compel the proper meshings of the huge industrial and military machinery of defense with our peaceful methods and goals, so that security and liberty may prosper together". - President Dwight D. Eisenhower
Two and a half years after the invasion of Iraq, American and other troops are still being killed and wounded by the thousands. Iraqi people are being killed and wounded by the Thousands. We are spending hundreds of Billions of Dollars. A few companies are making huge amounts of money. The Bush Administration is yet to convey a Clear Exit Strategy. And, as long as the Bush Administration remains in office, we have no reason to expect any improvements.
Results of Five years of the Bush Administration: C.I.A. Leak Investigation
Whatever the White House Leak investigation turns up, the result is damaging to our National Security. Jeopardizing the safety of CIA operatives is a violation of the Espionage Act, and is
considered treason. As a result, a major breach of our National Security has occurred. This information was leaked from the White House.
We can not wait until 2009 to put some real professionals on the job. Hurricanes, earthquakes, and other natural or man made disasters do not wait. The failure of our economy will not wait. Just remember, there is no disaster big enough, that this Administration can’t make worse.

Opposition to the Special Election
As millions of Post Cards begin arriving at our State Legislatures, we will begin to feel positive about the future. But, before we start looking to the future, we must face the reality of the Opposition to the “Special Election for President 2006”, which will arrive with force.
The Opposition will use a lot of money and power. They will try distraction with extensive media coverage focused on specific issues, while minimizing coverage of unpopular issues for the Administration. For example: extensive coverage of the current Supreme Court Nominations, or the Bird Flu, or Foreign Relations with the East. While minimizing coverage of the CIA leak, Gold Star Families, or the "Special Election for President 2006".
We predict that the biggest story of all will be the "Story of the Comeback". The comeback of the President Bush, and the Legacy he wants to leave. He will reinvent himself by appointing new people, and making big announcements. With the worst poll numbers in history, he will actually deliver on something. But, President Bush has promised many things. So far, the results have been incompetence, scandal, and corruption. We will not fall for the propaganda stunts. We can not trust these empty promises anymore.

When people talk about the 'Special Election for President 2006", on television the opposition will challenge their wisdom, attack their character, and question their patriotism. The news agencies of the opposition, will try to ignore this campaign, try to diminish its importance, try to discredit its authenticity, and try to attack the “Special Election for President 2006".

The Bush Administration will start the spin machine. The opposition will try many approaches to stop this campaign and to hold on to power. Some of these tactics might be to challenge Constitutional issues, to slow down the process, to try and confuse dissent with disloyalty, or try to divide the people. The Bush Administration will work hard to master the rhetoric. For example: claiming false numbers, claiming our defeat, claiming their victory, basically trying to convince people that our cause is petty, that our cause is weak, or anything to convince people to just give up.

Many people in the United States have limited time for participation in politics. So, we must do as much as we can to help others participate this year. As individual citizens, we struggle individually with our own political issues, thus we become divided. We must be united for this one common cause. We must come together with our collective energy and our collective political power. This is a great country. We are capable of replacing our leadership, peacefully and democratically. Let’s achieve this resolution now!!! Get the printing presses running in your town. Send in your 4 post cards. Keep your Accountability Card. Contact the offices of your 4 State Legislators. And do not be discouraged by the opposition.
